    GENERAL INTRODUCTION

    This document presents the comprehensive and concrete agenda that DirectDemocracyS (DDS) has provided for Madagascar. This is not just a money-making scheme, but a work program based on truth, logic, accountability for the judiciary, and respect for the Malagasy people.

    The DDS is a global political organization not led by a council of unprecedented proportions, but based on Direct Democracy: the people rule, the people have the power, and the natural resources and money of the country's land must remain the property of the Malagasy people forever.

    KEY POINT — The Malagasy People Are the Owners of Their Land

    The natural resources (precious stones, oil, timber, animal spirits, water, land) of Madagascar are the property of all Malagasy people. They should not be sold or allowed to be exploited by foreigners or foreign companies. The will of the people, expressed directly in Direct Democracy, should govern the country.

     

    PART I: DISCUSSION AND ANALYSIS OF THE CURRENT CONDITION OF MADAGASCAR

    1.1 The State of the State and the Political Crisis

    The history of Madagascar after independence (1960) is marked by frequent political crises and economic stagnation. Since 1972, 1991, 2002, 2009, and 2025, the country has been forced to change governments one after another, each government leaving the country without lasting progress.

    In September-October 2025, the 'Gen Z Madagascar' movement — led by youth — triggered a major political crisis. The people, fed up with chronic poverty, water and electricity theft, and the corruption they hated, demanded the fall of President Andry Rajoelina. On October 12, 2025, Rajoelina fled the country on a French military plane, visiting the new political territory. Colonel Michaël Randrianirina was appointed as the new President until then.

    Strong focus: The crisis must be politically motivated

    The 2025 crisis is not a new idea, but the result of a situation that has not been addressed for years: a self-centered state, ineffective governance, chronic corruption, and a lack of trust in the people. DDS strongly supports the GEN Z idea that the people should be the ones who really rule, not the many celebrities. However, GEN Z has not yet provided a systematic solution: that is our job here.

    1.2 Extreme Poverty and the Paradox of Wealth

    Madagascar is a paradoxical country: rich in natural resources, yet one of the poorest in the world. The numbers clearly show this:

    • 80% of the population lives below the poverty line ($2.15 a day, PPP 2024)
    • 2% of the population lives below the legal subsistence level of $3/day
    • Per capita income has fallen 60% since 1975 — an unprecedented decline
    • 70% of the population does not have reliable electricity
    • Drinking water is being lost in many cities
    • Malnutrition: many children are at risk

    Natural resources are scarce — precious stones (sapphire, ruby, emerald), oil, timber, a biodiversity unique in the world (90% of plants and animals are found only in Madagascar). But these resources are mostly exploited in an unfair way: foreign companies, celebrities, and structures in collusion with the government have reaped all the benefits.

    People: the owners of all decisions

    1.3 Corruption and Bad Governance

    Madagascar ranks 140th out of 180 countries on the Corruption Perceptions Index (Transparency International 2024), with a score of 26/100. Corruption is not a secret, but a level of government that is open:

    • The granting of land and permits to foreign companies, often in exchange for bribes, is rampant.
    • The use of animal money for political figures, not for the people
    • The judiciary is not independent, leaving the innocent lifeless.
    • Access to government services is tied to personal gain

    DDS Note: Corruption is not a weakness of an individual, but a result of a corrupt system of government. Without a system that controls and binds the power of prominent figures, corruption will continue to persist. The solution is not to sell criminals but to change the entire RA-FITRA so that corruption does not spread.

    1.4 The Electricity and Water Crisis

    The state-owned JIRAMA company, responsible for electricity and water, had large debts and was insolvent. By 2025:

    • Electricity supply is up to 12 hours a day in major cities
    • 70% of rural residents do not even have electricity
    • Drinking water is polluted in many cities.
    • JIRAMA company needs a lot of government funding every year

    DDS note: The electricity problem is a reflection of a larger problem: a state without a long-term plan, poorly managed state-owned enterprises, and underutilized natural resources (hydroelectric power, solar power, wind power). Madagascar has access to electricity from the sun, water, wind, and geothermal energy — but it is not being used judiciously.

    1.5 Relations with Foreigners and New Colonialism

    Domestic partners and international companies — especially from China and India — have a great power in the extraction of Malagasy resources. Madagascar is still in the status of a private landowner, but without the benefits. The relationship with the IMF (International Monetary Fund) and the World Bank results in widespread measures that often increase the pain of the people (such as the removal of oil subsidies) rather than actually helping them.

    Hot tip: Foreign 'aid' often has a money-making connotation behind it

    The constant pressure from the IMF and the World Bank to remove subsidies, pay off debt, and privatize education and health care contributes to the external control of the Malagasy economy. The DDS does not support this approach. The Malagasy must lead the way in a way that all the people rule together.

     

    PART II: POLITICAL PROGRAM

    The DDS proposes a completely new political system, based on Direct Democracy, participatory leadership, and people's ownership of the country's political vision.

    2.1 Abolition of the Monarchy and Establishment of Direct Democracy

    The DDS system in Madagascar is currently advancing the following agenda:

    a) Micro-Groups — A Strong Foundation

    The DDS system is based on small, secure groups, called Micro-Groups. In Malagasy terms:

    • Group 1 → 5 → 25 → 125 → 625 → … (fractal expansion)
    • Each small group (5–25 people in most parts) has a leader on the path
    • Public engagement in decision-making — no one scary 'president'
    • Every person in the group has the same voice.

    A concrete example for Madagascar: In a small village of 500 people, there are 20 groups of 25 households. Each group decides on its own problems (water, roads, schools). The contribution from the upper group is based on the acceptance of the will of the lower group.

    b) The Three-Code System — Identity Protection

    The DDS uses a three-code system that ranges from school officials to political figures:

    • Code One: Personal (not visible to anyone using the system)
    • Code Two: DDS Membership (only seen in groups)
    • Code Three: A useful test (can be used for government purposes)

    This frees people to engage in politics without fear of retaliation, fraud, and power transfer.

    c) Direct Decision-Making — The People Always Rule

    The current Malagasy system of government is based on 'representative democracy': the people elect a person who rules on their behalf for a term of 5 years. The DDS changes this:

    • All major decisions are sent directly to the people (digital referendum)
    • The last 48 hours (or 7 days in major issues) can be used to frame questions
    • DDS-AI (allddsAI) provides accurate and unbiased information on each seed
    • Members of the information group (specialists) can participate in the discussion
    • The final vote is returned to the people.

    Concrete Example: The Demand for Oil Exploration

    A Chinese company (X) is applying for permission to exploit an oil field in southern Madagascar. Under the DDS system: the people in the affected area are sent unbiased questions via DDS-AI, providing complete information (money received, environmental impact, how the profits will be distributed). It is enough if the people rule, and the government must follow the will of the people.

    2.2 Development of allddsAI — Knowledge for All

    allddsAI is DDS's own AI (Artificial Intelligence) system, which in Madagascar will eliminate knowledge gaps:

    • Helping rural residents access political, economic, and environmental information
    • Provides unbiased education, free from political pressure
    • Connect with a team of experts (specialists) who provide solutions
    • Protecting residents from the propaganda of corrupt politicians and media
    • Available in Malagasy, French, English, and other permanent languages

    DDS in the state of the jungle: Many Malagasy people are unable to make political decisions because they lack sufficient information, and leadership often relies on a lack of knowledge. allddsAI changes this in a serious way: information is reliable, optional, and accessible on a cheap smartphone.

    2.3 Fair Elections and Security Documents

    The current Malagasy electoral system is a symbol of coercion, corruption, and fraud. The DDS proposes:

    • Digital voting linked to three codes, countless frauds
    • Each transaction is stored on the blockchain (unchangeable or otherwise).
    • The independent review group (DDS specialist group) follows the election
    • The results are visible directly and outside of political control.
    • The electoral process is valuable and transparent to all citizens.

    2.4 Justice and Freedom — Protection of Human Rights

    The current Malagasy judicial system is a symbol of political instability. The DDS states:

    • A completely independent judiciary — no government or political party has authority over the judiciary
    • Justice is administered according to equality—the poor and the king stand equal before the law.
    • A group of legal specialists (lawyers, judges, notaries) at DDS helps low-income residents face the law
    • The three codes protect corruption whistleblowers from retaliation

     

    PART III: ECONOMIC PROGRAM

    The Malagasy economy has a lot of wealth, but it is not being used for the benefit of the people. The economic growth rate was 4.2% in 2024, but the king and foreigners get the share of the money. The DDS program changes this completely.

    3.1 Natural Resources — Return of the Prize to the People

    The most stringent rule of the DDS is this: THE NATURAL RESOURCES OF MADAGASCAR ARE THE PROPERTY OF ALL THE MALAGASY PEOPLE. They cannot be sold, nor given to foreigners, except under strict conditions that are clear to the people:

    Precious Stone Mining (Sapphire, Ruby, Emerald, etc.)

    • Mining licenses are granted to companies that are valued by the Malagasy people (at least 60%)
    • Another company (Malagasy or foreign) can go up to a maximum of 40% — and under strict conditions.
    • The revenue from the vote is distributed as follows: 40% to the National Fund (for the state, schools, hospitals), 30% to the regions (communes, regions), 20% to the population groups surrounding the mining site, 10% to the Fund for the next generation.
    • A team of specialists (geologists, ecologists, economists) monitors the mining every month.
    • The surrounding population is rooted in choice: if the majority in the area is not in favor, mining is not possible.

    Oil and Gas Exploration

    Madagascar has oil reserves in the south. The DDS makes the following provisions:

    • There is no foreign company that has complete control over the Malagasy oil fields.
    • National companies (real companies of the people) need to be established first, within the framework of financing from the National Treasury and international aid.
    • Under strict conditions: foreign companies can provide technical expertise but not oil ownership
    • People in oil-producing areas benefit directly (not just from subsidies, but from oil revenues)

    Logging and the Environment

    Madagascar has allowed itself to create an unparalleled biodiversity. Destruction is tantamount to taking the money of the most famous generation:

    • Large trees cannot be felled without clear notice and approval from the regional group.
    • Eco-tourism relies on local communities around the forest—they are the first to benefit.
    • Companies designated by DDS are allowed to harvest only 1 large tree, and must plant 10 new trees.
    • The DDS Forestry Research Group (a group of ecological specialists) acts as an independent observer.

    3.2 Agricultural Development — Food for All

    Madagascar is a predominantly agricultural country, but food poverty is still high. The problem:

    • The tomb is not high (cheap pharaoh, small generic)
    • There is no rural food storage system.
    • Prices fluctuate greatly, especially rice.
    • There is not enough technical assistance for farmers.

    DDS Solution

    • Regional Farming Groups: groups of farmers who help each other, share skills and equipment, buy food together (high profits) and sell together (uniform prices)
    • National Rice Cooperative: a company owned and run by farmers and the people, ensuring fair and sustainable rice prices, not allowing farmers to take money from them
    • Generating Renewable Energy in Agriculture: Solar pump in a single cell, providing water and electricity to rural areas
    • Agricultural expertise linked to a group of DDS specialists (agronomists, biologists): agricultural tables made with AI, well suited to Malagasy soil
    • Direct Market (DDS Direct Market): farmers buy directly from consumers through the DDS platform, without any other intermediaries (no 'middlemen')

    Results of the study: 5 years of implementation of the program, rice prices are reduced by 30–40%, farmers' profits increase by 50–80%, rice production increases through improved skills.

    3.3 Small Businesses and Economic Growth

    The 'informal sector' employs around 80–90% of Malagasy workers. This means that the majority do not have access to social security, do not receive unemployment benefits, and are not covered by labor laws. The DDS offers:

    • DDS-Business Platform: All small businesses (consumers, suppliers, pharmaceutical companies, etc.) can register on the DDS platform for free, gain access to multiple vendors, efficient payments, and legal protection
    • Microcredit from the Group: DDS group members can help each other financially with loans without much profit — a structured and multi-faceted microcredit system
    • Free technical training: a group of DDS specialists (business founders, investors, lawyers) provide business training
    • Providing color and protection to Malagasy products: 'made in Madagascar' gains priority on the global DDS Platform

    3.4 Fair Distribution of Wealth — Fair Payment

    The current payment system is corrupt and non-transparent. The DDS recommends:

    • Taxes based on wealth and income — the very rich pay more, the poor pay nothing
    • High taxes on foreign companies exploiting Malagasy natural resources
    • Elimination of taxes on small and unusual sales by sector
    • Clear and digital payments — no 'paperwork', no secrets
    • A group of experts (DDS specialists: accountants, economists) judges the total payment.
    • The proceeds are distributed according to a program of work voted on directly by the people.

     

    PART IV: FINANCIAL PROGRAM

    Madagascar's current financial system is based on a large external debt and is tied to the International Monetary Fund. The DDS offers a completely different approach.

    4.1 The National Treasury — Protecting Resources for Future Generations

    Like some German and Scandinavian countries, Madagascar needs to establish a National Trust (Sovereign Fund) that preserves natural resources for future generations:

    • 10% of the revenue from natural resources (stone, oil, gas) is paid into the Treasury each year
    • The Treasury is a large, non-negotiable, and protects political spending.
    • The Fund is managed by an independent group (group of DDS financial specialists + independent international analysts)
    • The money in the Fund is used in times of crisis (cyclones, droughts, epidemics) and in major disasters.
    • The public can see the Treasury's communications through the DDS platform (fully transparent)

    4.2 Repayment of External Debts

    Madagascar has a large external debt, often from IMF and World Bank measures that cripple education and health. The DDS states:

    • A thorough analysis of all debts: those that can be measured, those that cannot, and those that were taken unfairly ('odious' debts in international law)
    • Direct contact with debt collectors to renegotiate with better terms for Malagasy people
    • Disagreement with IMF measures that provide health, education, and electricity to the people
    • Setting a transparent target: within 15 years, external debt must be reduced to below 30% of GDP

    4.3 An Effective Banking System for All (Financial Inclusion)

    Less than 20% of Malagasy people have a bank account. This deprives them of access to income, microcredit, and social security. DDS offers:

    • National Bank DDS (BN-DDS): a truly public-owned banking company, not seeking more than necessary profits, providing free accounts to all Malagasy people
    • M-Banking accessible by affordable mobile phones: anyone can send money, receive benefits, and continue transactions with a simple mobile phone
    • Microcredit Group: DDS group members can receive small loans at 0% interest (a group of lenders provides most of the loans, not the bank itself)
    • Digital financial security: funds in the DDS system are protected by blockchain, untraceable, and untraceable by political parties

    4.4 Sustainable Investment — People's Investment

    Foreign Direct Investment is necessary, but there must be clear conditions:

    • Only a few companies are allowed: those that provide genuine skills to Malagasy people (technology transfer), provide a good salary range, and choose a country.
    • There are no 'tax havens' or tax avoidance schemes.
    • All large investments (over $10 million) require public approval through the DDS.
    • Investment profits are shared directly with the people—not just the government

     

    PART V: SOCIAL WORK PROGRAM

    5.1 Education — Enlightenment for All

    Education is fundamental to building the future. Today, Malagasy education faces major challenges: a lack of affordable jobs, poorly paid teachers, and poorly equipped universities.

    DDS Solution

    • Free and well-regulated education: from primary school to university, education is free and well-regulated
    • Teacher training: a group of DDS specialists (qualified teachers, pedagogy experts) provide ongoing training
    • DDS National University: a digital and mobile university — bringing rural populations to higher education
    • Malagasy language + international languages: education is in Malagasy as the main language, but French, English, and other languages are also taught.
    • DDS-AI Tutor: educational AI provides personalized training for each student, based on their level of proficiency
    • Internet in all schools: rural electrification and internet program brings all schools into digital records

    Specific goals: within 10 years, the literacy rate must increase to 95%, and illiteracy must be reduced to 5%.

    5.2 Health — People's Lives First

    The current Malagasy health system is completely inadequate: hospitals are without medicines, doctors are not enough, and rural residents often have many kilometers between them and a health center. The dangers:

    • Many midwives die in childbirth due to lack of medical care
    • Preventable diseases (malaria, bilharzia, cholera) are still dangerous
    • Lack of basic medicines and truth medicines

    DDS Solution

    • Not just a government aid — a national pharmaceutical company: Madagascar is building a company that produces basic local medicines (generic medicines), reducing the price of medicines by 70–80%
    • Regional Health Group: doctors, nurses, midwives, medical equipment are distributed among affiliated groups and DDS, up to rural areas
    • Telemedicine DDS-AI: DDS-AI can advance initial diagnosis through conversation, and bring final doctors to the scene quickly
    • Free and audio vaccinations: a group of health specialists at DDS is coordinating the monitoring and the public can speak through DDS
    • Electricity and clean water for all hospitals: the first requirement for health is that hospitals have sustainable electricity

    5.3 Settlement Camps — A Decent Living Place for All

    Malagasy resources should not be abandoned, but many residents live in houses without running water, without electricity, and without natural resources. The DDS offers:

    • Successful socialist housing project: residents' groups meet to decide on the use of state land to build affordable housing
    • Affordable housing built by the community: DDS promotes housing cooperatives, which teach residents to use local materials (well-seasoned wood, local stone)
    • Local ownership system: local communities control land use, no foreign company can buy large amounts of land in Madagascar

    5.4 Women's Rights and Equality

    Malagasy women are particularly vulnerable to wildfires: they travel long distances to find water and firewood, especially in rural areas. The DDS offers:

    • Full equality in decision-making — each group needs to have an equal voice for both genders
    • Microcredit specifically designed for women to start businesses
    • Strong legal protection against gender-based violence
    • Electricity and water in writing: women's liberation from many tasks surrounds them

    5.5 Youth Empowerment — Following Gen Z

    The Gen Z 2025 movement has clearly demonstrated: Malagasy youth are interested in profound change. DDS provides a place for them:

    • DDS Madagascar Youth Group: a youth group with legal decision-making power in the national governance system
    • DDS Platform: a place where young people can propose, plan, and use their technological skills
    • Tech job training: Malagasy youth are honing their digital skills, coding, AI, etc. — to become entrepreneurs who don't rely on foreigners
    • Diaspora return strategy: Malagasy abroad are sent a direct invitation to return to provide skills and investment, with favorable conditions from the DDS

     

    PART VI: ENVIRONMENTAL PROTECTION

    Madagascar is a country recognized worldwide for its biodiversity. 90% of its animal and plant species are found nowhere else. This wealth must be protected — not just for foreign tourists, but for the livelihood of the Malagasy people forever.

    6.1 Environmental Heritage

    • Independent Forest Conservation Group: a group of specialists (biologists, ecologists, zoologists) at the DDS + local residents = effective observers
    • Environmental Tax: All foreign companies extracting natural resources pay a special 'environmental' tax that is used to finance forest clearance and wildlife rehabilitation
    • DDS Eco-Tourism: tourists pay money not directly to foreign companies, but to local communities surrounding natural parks
    • Training of local people: people living around the forest receive training as eco-guides, naturalists, etc. — a new and honorable profession

    6.2 Smelly Electricity — Not Dependent on Petroleum

    Madagascar is rich in solar, hydro, and wind energy. However, many residents still fear wildfires. This could change in 10 years:

    • National Solar Program: Every rural household gets a solar panel — free for poor households — with money from the National Treasury
    • Regional hydroelectricity: Malagasy rivers can generate enough electricity for many regions — no need for foreigners if you have a good team of specialists
    • Wind (Eolien): areas with particularly strong winds (especially in the south) are suitable for group windmills
    • JIRAMA needs to be transformed into a truly national company owned by the people (not a fake 'state' company), transparent, and financially independent within 5 years.

    6.3 Protection from Cyclones and Climate Change

    Madagascar is one of the countries most affected by cyclones in the world. DDS offers:

    • Reliable real-time warning system: DDS-AI weather forecasting specialists provide 72-hour advance warnings
    • National Disaster Fund: 5% of the National Fund is set aside for rapid recovery in the event of a cyclone
    • Locally-built homes: DDS construction group learns to build homes that can withstand 250 km/h winds — with inexpensive, locally-available materials
    • Regional training and planning: each regional unit has a voice population transfer plan, dedicated to the DDS system

     

    PART VII: DDS APPLICATION — STEP-BY-STEP

    Any work program is meaningless without a coherent and concrete implementation plan. DDS offers clear steps:

    7.1 Phase One (Months 1–6): Laying the Foundation

    1. Initial group recovery: Malagasy DDS members (local and abroad) are rescuing and exposing micro-initial groups — up to 25 people each — in multiple cities
    2. Public information: a group of DDS specialists hold free conferences in major cities (Antananarivo, Toamasina, Mahajanga, Fianarantsoa, Toliara, Antsiranana), explaining the DDS system in simple Malagasy language
    3. Launch of the DDS Malagasy platform: a digital platform dedicated to Madagascar, in Malagasy and French, free for all members
    4. Malagasy allddsAI is released: DDS-AI version tailored to Malagasy conditions — providing unbiased political, economic, and social news
    5. First resource survey: DDS team of geologists and ecologists conducts a survey of all Malagasy natural resources — transparent, unbiased, and unbiased

    7.2 Phase Two (Years 1–3): Development and Rehabilitation

    1. Development of groups in all cities and villages: fractal work program — groups 5 → 25 → 125 and so on until the end of the country
    2. First selection in the DDS system: each group selects the speaker who has the most votes in the main sentence
    3. Establishment of the First Agricultural Cooperative: 1000 farmers in 3 regions — concrete examples that can be replicated in other regions

    7.3 Phase Three (Years 3–10): Building a Comprehensive System

    1. A fully functioning National Treasury: money from natural resources goes into the Treasury — transparent to all people
    2. DDS health system: well-equipped hospitals and health centers in all regions
    3. National Digital University: higher education available on mobile in every city
    4. Independent economy: foreign investment remains a support, not a rule — Malagasy people rule their own economy
    5. First major election in the new DDS system: direct, digital, transparent, blockchain-based elections

    Status of the Results of this Program in 10 Years

    • Poverty is reduced from 80% to 40% (10 years) — a trend never seen in Africa • Reliable electricity for 90% of the population (currently: 30%) • Free education up to university for all Malagasy • Natural resources are guaranteed income for the people — not foreign companies • Corruption is reduced to a large extent through DDS transparency • Madagascar becomes a model for direct democracy in Africa and the world

     

    PART VIII: THE RULE — WEALTH AND POWER FOR THE PEOPLE ALWAYS

    The most important point of the DDS for Madagascar is clear: the natural resources and political power in Madagascar must remain the property of the Malagasy people forever. This is not just a document for the Malagasy DDS system, but a principle that the DDS applies to all countries in the world.

    • Malagasy land cannot be sold or encroached upon by foreign companies or governments.
    • All agreements with foreigners (economic partnership, trade deal, etc.) require approval by the Malagasy people through the DDS.
    • Their political power without any connection to the people (such as IMF conditionality not voted for by the Malagasy people) is not accepted in the DDS system.
    • The Malagasy diaspora abroad has an equal voice — they can join DDS groups and participate in national decisions.
    • Other countries and international groups could confront Madagascar, but not by advancing their influence on the Malagasy economy.

    The Consequences of the Independent Rule—A Case Study

    If a foreign company asks for permission to exploit a large sapphire deposit in eastern Madagascar: under the DDS system, the surrounding population group (Malagasy) decides in a direct referendum. If the people decide to exploit, the conditions are created according to the DDS operating plan: 60% of the company = Malagasy, the profits are shared through a dedicated operating plan, and the surrounding population benefits directly. There are no 'secret deals' — the system is completely transparent.

     

    PART IX: CONCLUSION — THE FUTURE AND THE CALL
