    Preface: Purpose and Principles of This Document

    This document is a comprehensive transformation program developed by DirectDemocracyS (DDS) for the people of the Democratic People's Republic of Korea (hereinafter North Korea). Based on seven core values—logic, common sense, research, reality, truth, consistency, and mutual respect—DDS applies the same principles to all countries around the world.

    North Korea is one of the countries facing the most complex and severe humanitarian and political situations in the world. This document does not offer an ideological attack on the current regime, but rather presents practical and concrete solutions to alleviate the suffering of the people and achieve genuine prosperity.

    DDS Core Principles

    1. The wealth and resources of every country belong permanently to that country's people alone.

    2. The power to decide always lies with the people — AI proposes, and humans decide.

    3. True democracy means direct, immediate, continuous, and protected participation.

    4. Specialist Groups provide information, and ddsAI/allddsAI provides neutral guidance.

    5. Fractal Microgroup Model: An organizational structure expanding from 1 to 5 to 25 to 125 to 625 people.

    Part 1: Realistic Analysis and Criticism of the Current Situation

    1.1 Political Structure: An Anatomy of Totalitarian Systems

    North Korea is one of the world's most closed totalitarian states, having lasted for three generations of the Kim dynasty since its founding in 1948. As of 2025, Supreme Leader Kim Jong Un exercises absolute control over the Workers' Party of Korea, the military, and state institutions.

    1.1.1 The Workers' Party of Korea and Power Structure

    The Workers' Party of Korea (KWP) is an extra-constitutional body that reigns over the state. In January 2024, the Supreme People's Assembly amended the constitution under the direction of Kim Jong-un to designate South Korea as the "main enemy." This is not merely a change in foreign policy, but an exaggeration of threats intended to strengthen internal cohesion.

    1.1.2 The Fictitiousness of the Electoral System

    North Korea's 'elections' are merely rituals that borrow the form of democracy. Only a single candidate runs, voter turnout is always close to 100%, and abstention is considered disloyalty and punishable. Delegates to the Supreme People's Assembly have no substantive legislative authority and hold meetings for only a few hours a year. The DDS calls this a 'cosplay of democracy.'

    1.1.3 Surveillance and Control System

    North Korean residents are classified into loyal, wavering, and hostile classes from birth according to the 'songbun' system. These classes determine everything from housing and occupation to educational opportunities and food rations. The 2025 report by the UN High Commissioner for Human Rights (OHCHR), based on a decade-long review, confirmed the expanded application of the death penalty, increased repression, and intensified information isolation since 2020.

    Criticism of DDS — Political Structure

    The North Korean regime is not 'socialism' or 'communism,' but a hereditary personal dictatorship.

    True socialism means collective ownership by the people and democratic control.

    • The current system allows the elite group to monopolize the people's resources through dynastic power succession.

    False democracy is more harmful than real democracy: because it is a dictatorship wearing the mask of legitimacy.

    • DDS Principle: Power must belong permanently to the people, and no individual or family can privatize the state.

     

    1.2 Economic Situation: Abundant Resources, Impoverished People

    North Korea's economic contradiction is the most dramatic in the world: despite possessing mineral resources estimated at 6 to 10 trillion dollars, the people live in extreme poverty. This is the result of structural failure, not a lack of resources.

    1.2.1 Scale and Structure of the Economy

    In 2024, North Korea's nominal GDP is approximately $32 billion, and its per capita GDP for a population of 26.63 million is a mere $1,261 (ranked 178th in the world). This is only one-thirteenth of what South Korea produces. While agriculture accounts for 20.9% of GDP, industry 49.3%, and services 29.8%, actual productivity is severely low.

    1.2.2 Currency Crises and Financial Collapse

    In mid-2024, the North Korean won collapsed dramatically. The exchange rate, which had maintained approximately 8,000 won per dollar for 10 years, plummeted to 27,000 won by the end of 2024. The price of rice more than doubled, rising from 4,300 won to 9,200 won per kilogram. As of the end of 2025, the situation is reported to be stabilizing at a "fundamentally worse level" than two years prior. The regime abandoned the socialist rationing system and transitioned to a cash wage system, which paradoxically condoned the accumulation of private capital.

    1.2.3 Potential and Reality of Mineral Resources

    • The mining sector accounts for approximately 13.4% of GDP and 70% of total exports.

    → DDS Conclusion: The North Korean people could potentially be very wealthy. The problem is not resources, but the governance structure.

    1.2.4 External Dependence and Sanctions

    With 99.1% of North Korea's imports and exports concentrated in China, the country is effectively an economic vassal state. Although it is receiving some economic compensation through expanded military cooperation with Russia in 2024 (deployment of 10,000 troops, arms exports), this is intended to maintain the regime rather than serve the interests of the people. International sanctions were designed to curb military programs, but in reality, they deal a greater blow to the lives of ordinary citizens.

    Criticism of DDS — Economic Structure

    • The resources invested in nuclear and missile development are depriving the people of food and medical care.

    Extreme dependence on China is another form of subjugation, not true independence.

    • The profits from mineral resources do not return to the people but are concentrated on elites and military programs.

    It is a criminal failure that 12 million people are starving in a country with $6 trillion in resources.

    • DDS Principle: The benefits of resources must return 100% to the people and be protected by Collective Non-Transferable Ownership (NTCO).

     

    1.3 Social Situation: Human Rights and Humanitarian Crisis

    1.3.1 Food Security Crisis

    In March 2025, UN Special Rapporteur Elizabeth Salmon stated that 12 million people, approximately half of North Korea's population, are malnourished. The prices of rice and corn nearly doubled in February 2025 compared to December 2023. Although the regime banned the sale of certain foods in private markets in January 2023 and restricted supply to state-run stores, supply is failing to meet demand. The elderly, the sick, and residents in rural areas without savings are most severely affected.

    1.3.2 Political Prisoner Camps and Human Rights

    The UN Human Rights Council and the General Assembly adopted resolutions in April and November 2025 condemning North Korea's continued human rights violations. The 2025 OHCHR report, based on a decade-long review, confirmed an increase in deaths and repression, reaffirming the 2014 UN Commission of Inquiry's conclusions that these actions constitute crimes against humanity. Tens of thousands of people are imprisoned in political prison camps on vague charges of disloyalty or anti-regime activities, where they are subjected to forced labor, food shortages, and harsh punishment.

    1.3.3 Information Control and Freedom of the Press

    North Korea is one of the countries with the strictest information controls in the world. The distribution of unauthorized foreign media content can result in the death penalty. In 2020, violations of COVID-19 quarantine were also added as crimes subject to the death penalty. Blocking access to the outside world is a deliberate strategy to prevent the people from comparing and evaluating their situation and demanding change.

    1.3.4 Medical System

    Hospitals are short of basic medicines and equipment, and it is common for patients' families to provide medications and bedding themselves. Access to the field for international relief organizations continues to be blocked. UNICEF vaccinated more than 2 million children through two vaccination campaigns in 2025, but oversight is limited due to the ban on the entry of international staff.

    Critique of DDS — Social Structure

    • Information control is the greatest enemy of democracy: an ignorant people cannot choose change.

    Freedom of expression and access to information are fundamental human rights and prerequisites for true democracy.

    • The existence of political prisoner camps is not a failure of governance, but a tool of governance: it enforces obedience through fear.

    • Using food as a weapon (distributing more to the loyalist class) is a crime against humanity.

    • DDS Principle: In true democracy, only decisions based on complete information are valid. ddsAI/allddsAI guarantees neutral information free from manipulation.

     

    Part 2: DirectDemocracyS Transition Program — Detailed Solutions

    DDS acknowledges the unique nature of the situation in North Korea. Sudden external shocks could trigger further disruption. Therefore, the DDS program presents a phased, realistic, and people-led transition. At every stage, the final decision-making authority rests with the North Korean people.

    2.1 Political Reform: Building True Democracy

    2.1.1 Introduction of DDS Fractal Microgroup Model

    The DDS's political organizational model is a structure where democracy is built from the bottom up, rather than commands being issued from the top down. It transforms North Korea's existing Inri and Dong unit organizations into DDS microgroups.

    Stage 1 — Basic Group (5 people): Consists of neighbors, colleagues, and family members

    → Utilize the existing Inminban structure, but transition to voluntary participation rather than coercion.

    Stage 2 — Small Unit (25 people): 5 basic groups combined

    → Directly decide local issues at the Ri/Dong level (food distribution, local infrastructure, etc.)

    Stage 3 — Middle Unit (125 people): 5 small units combined

    → County-level policy discussions and selection of expert groups

    Stage 4 — Large (625 people): 5 medium units united

    Stage 5 — National Level: A national council composed of representatives from all major powers

    2.1.2 Phase 3 Transition Plan

    1. Preparation Phase (1–2 years): Awareness raising, formation of volunteer-based DDS pilot groups, gradual information connection with the outside world
    2. Implementation Phase (3–7 years): Nationwide expansion of microgroups, gradual transfer of local autonomy authority, establishment of allddsAI platform
    3. Consolidation Phase (8–15 years): Constitutional amendment, operation of a full direct democracy system, return to the international community

    2.1.3 Gradual Transition of Existing Structure

    The DDS proposes a gradual transition to democratic institutions rather than the immediate abolition of existing structures. Reform-minded figures within the Workers' Party of Korea, pragmatists within the military, and technocrats can play key roles in the transition process. There is no need to fear change: under the DDS model, regardless of what position one held in the past, one can play a role within the new democratic structure once they regain the trust of the people.

    2.1.4 Triple Code Identity Verification System

    One of North Korea's biggest problems is the fear of political speech. The DDS's triple-code system prevents double voting and manipulation while guaranteeing complete anonymity.

    Code 1 — Public Identifier: A code used to verify identity within the community (public)

    Code 2 — Secret Vote Code: Stored only on personal device, cannot be shared with anyone (completely private)

    Code 3 — System Verification Code: Automatically generated by the DDS platform, impossible to manipulate

    → Result: No one knows who voted or how, but the validity of each vote can be verified.

    → North Korean Context: Guaranteeing genuine expression of opinion in a reality where public support and actual beliefs may differ

    2.2 Economic Reform: People's Resources, People's Interests

    2.2.1 Application of the Collective Non-Transferable Ownership (NTCO) Principle

    North Korea's mineral resources (estimated at $6–10 trillion) are used for regime maintenance and military programs under the pretext of state ownership. The DDS transforms them into genuine people's ownership.

    Principle 1: All natural resources are the common property of the entire North Korean people.

    Principle 2: This ownership cannot be transferred to any individual, enterprise, or foreign government.

    Principle 3: Profits generated from resource development are distributed as direct dividends to the people.

    Principle 4: Resource development contracts are approved only by direct popular vote through microgroups.

    Principle 5: All contracts and earnings are disclosed in real-time through the ddsAI system.

    North Korea's mineral resources are the greatest potential foundation for the prosperity of the people. However, currently, less than 30% of that potential is being developed, and the profits do not return to the people.

    2.2.5 Universal Minimum Income and DDS GUMI-SV System

    DDS proposes a Universal Minimum Income (GUMI-SV) system linked to structured volunteering worldwide. In North Korea, this is applied as follows.

    Basic Principle: All adult citizens have the right to a guaranteed basic standard of living.

    Stage 1 (1–5 years): Minimum food, housing, and medical security

    Funding: Mineral revenue dividends + International development aid

    Condition: 10 hours per week of community volunteering (education, environment, care)

    Phase 2 (Years 6–15): Introduction of Cash Basic Income

    Funding: Increased resource revenue dividends + Economic growth

    Goal: Guarantee a minimum of $100 worth of purchasing power per month

    2.3 Financial Reform: Stable Currency and a Fair Financial System

    2.3.1 Call System Stabilization

    The collapse of the North Korean won in 2024 (loss of two-thirds of its value) demonstrates the structural vulnerability of the centrally planned economy. The DDS proposes a phased monetary stabilization plan.

    • Short term: Introduction of 'resource-backed currency' linked to resource dividends
    • Medium term: Managed floating exchange rate system with an international currency basket (USD, yuan, EUR)
    • Long term: Transition to a fully floating exchange rate system along with economic diversification

    2.3.2 Central Bank Independence

    Currently, the North Korean central bank is effectively a financial instrument of the Party. The DDS proposes an independent central bank supervised by a Monetary Committee composed of people's representatives. All changes to the money supply are approved by a people's referendum through microgroups.

    We will establish a National Development Bank that allocates a portion of mineral revenue at low interest rates to loans for SMEs, agricultural modernization, and regional infrastructure. All lending decisions will be transparently disclosed, and local microgroups will determine the priorities for regional projects.

     

    2.4 Social Reform: Education, Healthcare, Information

    2.4.1 Education System Reform

    North Korea boasts a high official education rate, but its educational content is saturated with system ideology. DDS transforms ideological education into critical thinking, science, and technology.

    The DDS technology system is a core tool for North Korea's transformation. It is not merely digitalization, but a democratic infrastructure that enables the people to make decisions based on complete information.

    • The people can vote to modify or scrap the AI system at any time.
    • Protects the platform from external manipulation (foreign governments, corporations, ideological groups).

    2.6 Diplomacy and Security Reform: Nuclear Issues and International Relations

    North Korea's nuclear and missile programs are the cause of international sanctions and a major factor in people's poverty. DDS presents a realistic and step-by-step solution to this problem.

    2.6.1 DDS Position on Nuclear Issues

The DDS proposes this as mutually beneficial cooperation between two independent states, rather than unification through absorption.

    2.6.3 Reduction in Dependence on China and Russia

    North Korea's current dependence on China (over 99% of its exports and imports) is a strategic vulnerability. The DDS addresses this through economic diversification. This includes diversifying trade partners, allowing multiple countries to participate in resource development, and pursuing WTO membership. This does not make China or Russia enemies, but rather enhances North Korea's negotiating power.

     

    2.7 Environmental Protection: Sustainable Development

    North Korea is suffering from severe deforestation, soil erosion, and water pollution due to decades of unplanned development. The DDS views economic development and environmental protection as inseparable.

    2.7.1 Renewable Energy Transition

    North Korea is a country with a chronic energy shortage. However, it possesses abundant hydroelectric, solar, and wind resources. The DDS aims to achieve 60% renewable energy within 10 to 15 years.

    • Hydropower: Modernization of existing dams and small-scale distributed hydropower generation
    • Solar Power: Installation of Independent Solar Power Systems in Rural Areas
    • Wind Power: Northern Mountain Regions and Coastal Wind Farms
    • Energy efficiency: Building insulation, energy-efficient lighting switching

    2.7.2 Environmental Standards for Mining

    Resource development must be carried out under strict environmental standards. This includes mandatory Environmental Impact Assessments (EIAs) prior to mining development, the establishment of mine restoration funds, and the empowerment of local residents (microgroups) to monitor the environment.

     

    Part 3: 30-Year Implementation Roadmap

    Every great transformation requires a realistic timetable. The DDS roadmap was designed taking into account North Korea's unique circumstances. This roadmap is not a fixed mandate, but a direction that the people can modify through voting.
